Charles Jacob Welter, 83, of York, Pennsylvania, passed away peacefully on January 1, 2026, surrounded by family.
Born on May 7, 1942, in Swanton, Ohio, Charles was the son of the late Jacob and Esther Welter. Known as Charlie in his youth, Chuck to friends, and lovingly as PopPop or "Sir Charles" to his grandchildren, he was admired for his quiet strength, steady kindness, and gentle sense of humor. Raised on a farm, Charles developed a strong work ethic, humility, and discipline that shaped his life and values.
Charles graduated from Swanton High School in 1960 and went on to attend Kent State University on a full athletic scholarship. A gifted wrestler, he served as team captain before earning his degree in 1965. He began his professional career in education, teaching and coaching at T.C. Williams High School in Alexandria, Virginia, where he also met his first love, Judy. During this time, he pursued graduate studies at Kent State University and the University of Richmond.
After leaving education, Charles transitioned into the engineering and manufacturing field. He worked for Simons Corporation before transferring to the York Thonet facility in 1969. In 1973, he joined Allis-Chalmers and later Precision Custom Components, where he held various engineering and project management roles until his retirement in 2013.
Above all, Charles was a devoted husband, father, and grandfather. While raising his three daughters, he enjoyed unwinding with a game of tennis after work. He was previously married to his first love, the late Judith Ann Wolf of Red Lion, with whom he shared 29 years of marriage and raised their three daughters. Together, they enjoyed landscaping, spending time poolside, and creating a loving home filled with family memories.
In 2009, Charles married his beloved wife, Darlene Groft. They shared many happy years together, bonding over ice cream dates and watching wildlife in their backyard—simple moments that brought him great joy.
Charles was the proud father of Ashley Welter Junkin (John), Jessica Welter Schieber (Chris), and Courtney Welter Degnan (Jack). He was a devoted grandfather to six grandchildren: Sloan and JD Degnan; Max and Charli Schieber; and Cade and Flynn Junkin.
In 2020, Charles selflessly took on the role of caregiver for his sister in Ohio, reflecting his lifelong devotion to family. He was preceded in death by his siblings, Carol Welter Zenk in 2023 and Richard Welter in 2010.
Charles will be remembered for his steady presence, integrity, and deep love for his family. The family extends heartfelt gratitude to the compassionate caregivers at Pappus House and Hospice and Community Care for their exceptional care, comfort, and kindness.
A gathering to celebrate Charles's life will be held on Thursday, January 15, 2026, from 11:00 a.m. to 1:00 p.m. at Wagner-Elfner and Burg Funeral Home, 134 W. Broadway, Red Lion. A private family burial will follow. In lieu of flowers, memorial contributions may be made to Pappus House, 66 Big Mount Road, Thomasville, PA 17364.
