Joan Marie Frey, age 84, of Windsor, passed away peacefully on Saturday, September 19, 2026.

Born in York, she was the daughter of the late Robert and Ruth (Ahrens) Kerr. She was the beloved wife of the late Paul H. Frey, Sr., with whom she shared many years of love and companionship before his passing in 2009.

Joan worked for many years as an order picker for the former Danskin and McCrory's distribution centers. She attended Windsor Church of God and was known for finding joy in life's simple pleasures. She enjoyed assembling jigsaw puzzles, completing crossword and word-search puzzles, and creating beautiful diamond art. Joan especially cherished time spent outdoors, often relaxing on her porch with a cup of coffee in hand and her son, Paul Jr., by her side, watching the day unfold along Main Street in Windsor. Those quiet moments brought her great happiness and became treasured memories for her family.

Joan will be lovingly remembered by her daughter, Paula M. Windon and her husband, George; her sons, Paul H. Frey, Jr., and Robert L. Cross; her grandchildren, Thomas Barnes, Heather Sieple, and Kenneth Paul Frey; her great-grandchildren, Kylie Martin, Ariel Allee, and Austin Garcia; and her sister, Roberta Frey. In addition to her husband, she was preceded in death by her grandson, Roger Graser.

A celebration of Joan's life will be held at 11 a.m. on Friday, September 25, 2026, at Wagner-Elfner and Burg Funeral Home & Cremation Services, Inc., 3070 Cape Horn Road, Red Lion. A viewing will be held at the funeral home from 10 to 11 a.m. Private interment in Windsor Church of God Cemetery will be held at the convenience of the family.
