Obituary

Phyllis Elaine Gould, age 81, of New Cumberland, formerly of Red Lion, died peacefully on Friday, August 14, 2026. Born in Red Lion on April 22, 1945, she was the daughter of the late Herman Edward and Ethel Marie (Richardson) Goodyear.

Phyllis was a 1963 graduate of Red Lion High School, where she was a member of the National Honor Society. She went on to earn an associate degree in psychology from York Junior College and later received her bachelor’s degree in behavioral sciences from York College of Pennsylvania in 1974.

Phyllis served as a legislative research analyst for the Commonwealth of Pennsylvania House Republican Insurance Committee Republican Caucus. She traveled with the first People to People insurance delegation to Russia and Belarus in 1992.She was a member of the Capital Area Republican Women in Politics, and the Capitol Hill Council of Republican Women in Government, where she was named Insurance Person of the Year in 1993. A licensed insurance agent, she was also a member and past president of the CPCU (Chartered Property Casualty Underwriter) Society of Central Pennsylvania. Deeply committed to public service and civic engagement, she was very active in the Pennsylvania Republican Party and volunteered for many campaigns and elections throughout the years.

Phyllis was a lifetime member of St. Paul's Church in Red Lion. She was also a member of the Red Lion Leo Club, was named to the club’s Hall of Fame in 1994 and regularly volunteered at the club's annual benefit golf tournaments. An avid reader, she especially enjoyed tailgating at Penn State football games with her sister, Dorrie, creating many cherished memories with family and friends. She was a loving and devoted aunt to her nephew, the late Michael Fritz, who preceded her in death in 2011.

Phyllis will be deeply missed by her sister, Delores Marie "Dorrie" Anstine and her husband, Harold; her dear friend, Carol Munley and her husband, Gerald; and their children, Michele Munley and Jerry Munley, Jr.

A celebration of Phyllis' life will be held at 11 a.m. on Monday, August 24, 2026, at St. Paul's Church, 45 First Avenue, Red Lion. Interment will follow in Freysville Cemetery. Family and friends are invited to a viewing at the church on Monday from 10 to 11 a.m.
